Article 33 of the Mexican Political Constitution
Foreigners are persons who do not possess the qualities determined in Article 30 of the Constitution and shall enjoy the human rights and guarantees recognized by this Constitution.

The Executive of the Union, after a hearing, may expel foreign persons from the national territory on the basis of the law, which shall regulate the administrative procedure, as well as the place and duration of detention.
