Article 31 of the Mexican Political Constitution

The following are obligations of Mexicans:

  1. To be responsible for their daughters, sons or wards under eighteen years of age to attend schools, to receive compulsory education and, where appropriate, to receive military education, under the terms established by law, as well as to participate in their educational process, by reviewing their progress and performance, always watching over their welfare and development;

    Fraction I amended by the Decree by which various provisions of Articles 3o., 31 and 73 of the Political Constitution of the United Mexican States are amended, added and repealed, in educational matters, published in the Official Gazette of the Federation on May 15, 2019.

  2. To attend on the days and hours designated by the City Council of the place where they reside, to receive civic and military instruction that will keep them apt in the exercise of the rights of citizenship, skilled in the handling of weapons, and knowledgeable of military discipline.
  3. To enlist and serve in the reserve corps, in accordance with the law, to ensure and defend the independence, territory, honor, rights and interests of the Fatherland, and to be ready to serve in the reserve corps.

    Fraction III amended by the Decree by which various provisions of the United Mexican States Political Constitution are amended, added and repealed, regarding the National Guard, published in the Official Gazette of the Federation on March 26, 2019.

  4. Contribute to the public expenses of the Federation, the States, Mexico City and the Municipality in which they reside, in the proportional and equitable manner provided by law.

    Section IV amended by the Decree declaring amended and repealed several provisions of the Political Constitution of the United Mexican States, regarding the political reform of Mexico City, published in the Official Gazette of the Federation on January 29, 2016.
